The Enactment of the Cabinet of Ministers

Ministry of Commerce, Ministry of Economic Affairs and Finance , Ministry of Jihad – e Agriculture, Ministry of Industries & Mines, Ministry of Cooperatives, Management and Planning Organization, Central bank of I. R. Iran

The Cabinet of Ministers, in their meeting in December 2nd 2006, based on the proposal number 1/21090 dated October 1st, 2006 of the Ministry of Commerce and based on the Article number 130 of the Constitution of the Islamic Republic of Iran and Article number (79) of the Electronic Commerce Law – rectified in 2004 – has rectified:

• Ministry of Commerce is obligated to established and develop the National System of Product and Service Classification and Identification Service (including securing and developing the information platform of National product supply chain, standards, methods, tools and instructions of product coding & classification to access national common language of product and information of central database of data and also to secure the required mechanism for the services classification and coding to act upon reaching the Portal of National product and service) and present a progressive report of creating and developing the system to the Cabinet of Ministers once in every six-month period.
• Ministries of Industries and Mines, Economic Affairs and Finance (Tax Affairs Organization and Islamic Republic of Iran Customs), Defense and Armed Force Logistics, Jihad-e Agriculture, Management and Planning Organization, Central Bank of Islamic Republic of Iran and their dependent, institutes and centers (such as Institutes of Standards and Industrial Research of Iran, Statistical Center of the Islamic Republic of Iran) and other concerned executive Organizations are obligated to cooperate in creation and development of the stated System.
• Management and Planning Organization is obligated to take the required budget into account in order to execute this enactment on annual basis in the nation’s Budget Bill.
• In order to execute the National System of Product and Service Classification and Identification Service and prepare its executing Regulation, a workgroup should be organized consisting of the Ministers of Commerce (General Director), Economic Affairs and Finance , Jihad – e Agriculture, Industries & Mines, Cooperatives, General Director of Management and Planning Organization, and General Director of Central Bank of I. R. Iran.The authorities of Cabinet of Ministers inserted in Article (79) of the Electronic Commerce Law- ratified in 2003 – in regards to the ratification of the stated Regulation would be delegated to the member Ministers of the workgroup.
• The decision criterion in regards to the stated authority is the consent of the majority of the member Ministers of the said workgroup and its ratifications would be issuable once approved by the President and with observance of Article (19) of internal Regulation of Cabinet of Government.
